While the sign itself is of proper size and language, it is mounted in an inconspicuous location. I myself did not see it until I was leaving, and even then it was only noticed because the outdoor ashtray is next to it. Validity is questionable only because it does not clearly meet the 'is displayed in a conspicuous manner clearly visible to the public.' requirement.
